This study employs primary and secondary data to examine the effect of inter governmental relations on the performance of local government administration in Nigeria, using Bursari Local Government Area of Yobe State as a case study. A survey research design involving fieldwork at the grassroots level was conducted, drawing on textbooks, journals, newspapers, public documents, and other literature. Data were collected from 398 respondents and analyzed using SPSS version 16. The findings reveal that the concentration of political power under the 1999 Constitution has rendered local government an appendage of federal and state authorities, resulting in excessive state control; that Bursari Local Government has suffered low service delivery due to conflicting state local relationships; and that the joint account fiscal arrangement has eroded local government fiscal autonomy, with only salaries and minor overheads released to the council while the bulk of funds are retained by the state. Lack of autonomy remains a major challenge to Bursari Local Government Council as the third tier of government. To enhance grassroots service delivery, the study recommends reassessing inter governmental fiscal relations, abolishing the joint account system, establishing an independent anti corruption institution, and amending the Constitution to strengthen the institutional and financial autonomy of local government.
